This technical reference document is currently being printed and will be available for distribution on July 11, 2003. It is being used in statewide workshops held by the San Francisco Regional Water Quality Control Board in order to improve the quality and speed of permit applications affecting streams. The 111 page primer written by Ann Riley is bound and illustrated with color photos , sketches , diagrams and graphs. It is intended to inform local governments , consulting firms, watershed councils and large or small property owners on the federal and state laws the regional boards apply to protecting streams. The primer describes the “ do’s and don’ts” for most effectively addressing stream bank stability problems and flooding. The publication is intended to provide technical assistance for the typical permit applicant to address property managers’ concerns for stream channel stability while addressing the water quality concerns of the regional boards.
