RECYCLING
An Examination of Markets for Locally Recycled Materials
in Northern California

December 1992, 110 pages. Describes the general economics and markets for recycled materials. Provides information on supply and demand conditions for secondary paper and plastic in Northern California. Also offers recommendations for improving markets for these materials.

ENERGY
Small But Powerful —
A Review Guide to Small Alternative Energy Projects for
California’s Local Decisionmakers

September 1987, 66 pages. Describes five types of small [less than 50 megawatt] nontraditional energy facilities: [1] wind; [2] biomass and waste-to-energy; [3] solar photovoltaic and solar thermal; [4] hydroelectric; and [5] cogeneration. Provides data on environmental and other critical permitting issues faced by local governments in siting and permitting these facilities.

WATER QUALITY
Evaluation of Hydrocarbons in Runoff to San Francisco Bay

December 1985, 138 pages. Describes results of quantitative and qualitative investigation of oil and grease in urban stormwater runoff in 15 watersheds within the San Francisco Bay Area. Discusses impact of land use, oil and grease loading coefficients, usage of other chemical parameters to indicate oil and grease loadings, results of modelling loading to San Francisco Bay, and impact of findings on potential control measures.

Urban Stormwater Treatment at Coyote Hills Marsh

December 1986, 181 pages. Details the applicability of creating wetlands for stormwater treatment in the San Francisco Bay Area. Reports the results of a two-year monitoring study at the Demonstration Urban Stormwater Treatment [DUST] Marsh at Coyote Hills Regional Park in Fremont. Study parameters included: water quality, soil and sediments, vegetation and fish tissues, with emphasis on fate of heavy metals. The prototype marsh was designed to test various system configurations for water treatment effectiveness, to maintain and enhance other uses of the area such as flood control and wildlife habitat, and to demonstrate the practicality of constructing a treatment wetland.

EROSION CONTROL
Manual of Standards for Erosion and Sediment Control Measures

May 1995, 422 pages. Provides policy guidance, legal guidelines and technical standards, with sample specifications for controlling water quality impacts from land use activities in the Bay Area. Covers control measures for urban or developing areas, with emphasis on control of construction erosion.

Erosion and Sediment Control Handbook

April 1986, 454 pages. This textbook provides all of the information needed to select and design erosion control measures for construction sites. Contents include theory of erosion control, theory and application of control measures and how to select appropriate measures for your site. This textbook, a “one-of-its-kind”, was written for national applicability and includes useful information not commonly provided in most engineering curricula. A companion volume, Manual of Standards for Erosion and Sediment Control Measures, provides detailed construction specifications applicable in California.

Improving Air Quality Through Local Plans and Programs, A Guidebook for City and County Governments

April 1994, 20 pages. This identifies air quality issues and opportunities relevant to local jurisdictions, and suggests practical strategies for incorporating land use and other policies that benefit air quality into local planning and decision making. Many recommended measures will have other benefits such as improved mobility, energy conservation, and more cost-effective use of public funds.

Appendices, Glossary, Bibliography, Resources to
Improving Air Quality Through Local Plans and Programs, A Guidebook for City and County Governments

October 1994, approximately 125 pages. The appendices contain detailed information and community design strategies for use by planning staff in drafting air quality elements, policies, and programs. They complement and supplement the Guidebook text. Topics covered include the legal framework for air quality management, the deleterious effects of air pollution, as well as more specific information about Bay Area air quality problems and trends at the local and regional level.
